This Clu's Black Guard's Staff was acquired by the production for use in 'Tron: Legacy' (2010).
This piece consists of two parts of the three part staff. The top piece appears to be finished and is constructed from rubber with LED light tubes around the outside perimeter. This piece plugs into the unfinished middle section of the staff.
